If it gives protection to all citizens regardless of race, creed, national origin,......perhaps the citizens of US should support it? With right endorsement by American public I'm sure US Senate would debate on it, put it up for vote and the President would sign it. You must remember that in Democratic System the politicians are very sensitive to initiatives that have populous support.
