Technically that is correct.

An individual that simply states they have difficulty breathing with a mask on is required by ADA (ADAGG) law to be reasonably accommodated.

HIPPA comes into play when a walmart greeter demands to see a doctor's note.

Difficulty breathing is a very subjective term. If you're breathing ability is diminished by even a small percentage it is completely lawful to claim that wearing a mask makes your breathing more difficult.

Where the difficulty comes in taking up an ADA suit is that virtually all stores will "reasonably ccommodate" your needs... with curbside pickup.
