Until people quit littering this problem will not go away. Outta sight, outta mind. I do not loose sleep over this, I just pick up after myself. Roam all the waterways here in dairy country and you will surely find ag plastic along the banks and burrow ditches. Plastic is everywhere. Pick it up whenever you can.
