I started out loading H-4895 using the Remngton 200 gr Core-lokt in a older Marlin 336 with ballard rifling. My rifle would not shoot the Remington 200 gr core-lokt with H-4895 much preferring IMR-3031 with the Sierra 200 gr bullet.

As mentioned in this thread Hodgdon Leverlution (LVR) powder is an excellent choice for speed and low pressure using the Hornady 200 gr FTX bullet.
