For people who are in one of the high risk categories, it's real serious. For the other 98% of the population, it's no big deal.
Is it alright to punish all of the population, to cater to the 2% that are at high risk?
Why not? We're changing 98% of our laws customs and norms to cater to the 1% that embrace sexual deviance.
