Kelly tires are made by Goodyear. You have to look at the DOT plant code to find out which plant made them it is cast into the tire.
Codes MB, MC, M6, MJ, P1, PJ, 4B, and PC are all made in the US or Canada. Any other code is made overseas ....All over the world actually.
