If you put food out and bears come and eat it then you are feeding bears. Seems pretty straight forward to me.
Especially if they can document those bears eating her grain on multiple occasions. I’d be pissed if I lived in that neighborhood. It’s bad enough all the dumbasses that feed cats around me. Can’t imagine having to deal with people feeding bears.
