After levelling the stump somewhat close to the ground, I drill 3/4 to 1" holes with a spade bit, then pour muriatic acid (HD) into the holes. Refresh occasionally. In six months all you have is rotten wood that you can kick over with your foot. Good ole boy in N GA told me that one.
