You mean the "Eye of Providence", the all seeing eye of God, with rays of sunshine meant to signify God's benevolence? The one which has been such a basic symbol of our Republic that it has emblazoned the dollar bill since the dollar bill was invented.

As all symbols are interpreted by the observer, you may make of the Eye of Providence as you wish. I mean swasticas were recognized as good luck symbols for millennia by peoples around the globe before Hitler was born.
