Ideally I want a safety catch which is close to my thumb, locks the bolt, and releases silently. The one on the Browning A-Bolt fills the bill nicely, though there are others as good.
If you need the safety catch to be on in order to open the action safely, perhaps there's room for improvement in your technique.
