China will pay the Taliban for rights to mine the minerals. The CCP doesn't care if the Taliban institutes Sharia or My Cheri Amour as long as they get what they want. That will make the Taliban happy. In return, no (other) outside power messes with the Taliban because China has interests and will offer "protection" either inferred or through other "channels".
