I think Lslite is correct. That's the way I see Abbott. He's too timid and waits to see which way the wind blows before doing anything. He's sort of a milqtoast gov. He barks pretty well but doesn't have much bite. That's just my take. If I were in his position I'd probably be in Federal Prison about now because I'd have declared war on the border.
