Why don't you tell us what would have been unlawful about an emergency declaration concerning the supposed over population of elk and then coming up with a plan to remove them either by rangers, nearby Indian tribes, or (horrors) hunters under supervision. What law would prevent that. If something is not unlawful it is lawful. And if something is unlawful then the laws can very easily be changed to adapt to changing circumstances. But no we couldn't take the easiest and best route because hunters and ranchers needed to have wolves forced onto them to promote an agenda. And none of this is news to you.
