These two decisions will result in a less capable force with troublesome discipline issues. The Army is even offering enlistment contracts as short as two years — barely enough time to learn the basics of modern warfare.

They never learn from history. During the Vietnam War, as part of his Great Society program, LBJ forced the military to accept 100,000 Category IV enlistees. Category IV means they are too mentally dull to pass the ASVAB aptitude test to be able to function in the Armed Forces. Army and Navy took them in, Air Force refused, don't know about the Marines. Anyway, it almost wrecked the US Navy, these guys were relegated to permanent paint chipping and mess deck duty for their entire tour, Navy nearly had some mutinies on their hands. The dullards did no better in the Army, were pretty much worthless and more trouble than they were worth. The vast majority were discharged long before their enlistments were up.
