No FFL required until an action/receiver is involved across state lines.
Except that a serial numbered firearm part that has been logged into an FFL holder's "bound book" records can only be ship to another FFL. Somebody has to do the Form 4473 firearms transaction record document when it is sold to a non-FFL.
