As many have said - someone else, perhaps a group behind the scenes, are the ones making policy and decisions.
I don't understand the gnashing of teeth and wringing of hands about the idea of removing Joe.
Changing the puppet changes nothing. Put in Kamala, Stacy, Gavin etc - don't matter. They certainly aren't the puppet masters so who cares if it's Grover or Fozzie bear on the stage?
