You will want to do a voluntary placement. You will probably have to get licenses as a foster parent.
Doing things on the sly only opens you up for a ton of liability.
Contact a mental health agency that also does voluntarily foster care placements. State is not involved. It will be easy to get her a ptsd diagnosis if she isn’t making things up.
