Since a foot or wing isn't one of their stated organs for transmission....Seems like it could be left attached and outside the wrap. Typical .gov...make a statement that gives an exemption, without defining the how to comply with the exemption.
Of course, APHIS "is aware of the impact this will have on hunting season." Aware???? Vaguely at best.
