NYC is down state for me. Westchester, Putman, Delaware typically down state.
Delaware, Ulster, Greene and Sullivan Counties are Catskill region and definitely not considered "downstate".

I have to disagree with some of those counties, we consider everything below Roscoe to be "the city", especially Sullivan County, aka the Jewish Alps. grin
