The Limited Permit states all oroduced oil is to be shipped to the USA and that any profits derived from the Venezuelan oil be used to pay Venezuelan creditors in the USA.

If I read that correctly, the bidet administration is going to allow permit holders to invest money in oil production and all the profits will go toward unpaid creditors. Where is the motivation or monetary reward for the investor? And 10% for the big guy!
