There are several ranches in Utah that will do. The last time I hunted my favorite (a 250,000 acres), I saw more than a hundred 6pts and heard thousands of bugles the last couple days as the circus peaked the 3rd week of September. This particular ranch manages for age and tries to limit harvest to 6+ year old bulls. Accommodations/meals are 4 star. Deseret Land and Livestock? If not and it was still under the price ceiling of the OP, I'd be going there. Spent a whole lot of time there in graduate school and am partial to that part of the world.
