I would begin by soaking the muzzle by submerging it for several days in a small can filled with something like Breakfree CLP. Keep it muzzle down submerged.
If that doesn’t work, there are number of other more aggressive techniques.
^^^^ good advice or Kroil ^^^^^. Yep stand it up in a glass bottle full of kroil overnight and it will loosen up.
