Most of these were a kind of commemorative run for the California Highway Patrol and had an emblem on the side of the receiver.
IIRC these were the remaining 357 No. 1s with a clean receiver.
They’re very cool, uncommon, and can become a 357 Maximum without changing collectibility.
I’ve got a No 3 that JES rebored to 357 Max and it’s a handy little gun.
