The box stores sell white Tyvek front-zip coveralls for $8-10 that are wind and waterproof; work great, wear all the warm clothes you already own underneath.
This is what I use. A pair of these cheap coveralls, a can of spray paint in the foliage color of your choice, and some imagination will get you all the camo you'd ever need.
