Looks like a well thought out plan by the officer.
1) He got to exert his authority over a civilian.
2) He will not be charged with any crime.
3) He will not pay a penny for the settlement.
The article takes awhile to get to that part, but the tax payers will be the party punished financially and not the officer as it should be.
If police were having to pay for these settlements out of their own pockets there is no way anyone that is currently in, or wants to go in to, law enforcement could do it since there would be no incentive for them.

Similar incident happened in 2009 in Gonzales, La. Mark Marchiafava was arrested for open carry. City settled out-of-court, since they realized they had made a mistake. Part of the settlement was that Mark not release details of the settlement, but he was photographed with a new Harley...

While it would have been a real morale booster for LE had they managed to imprison Marchiafava and/or literally end his life, at least the officers got to go home unharmed physically or financially.
