I have a paper cartridge 45/70 Sharps (NY Made in the 1970's) with some mild bore pitting.
Is there a source for a new barrel, or any smiths that can reline it?
Longbows, single shot rifles, fly rods: Life is good.

Order a new friggin barrel and be done with it! By the time all the work is done on a 'reline job'....it won't cost you any more...and you'll have a NEW BARREL!!

According to Mule Deer, with "minor" pitting an application or two of UBC might be all you need to make that thing more better. For $50 or so it's worth a shot. PM him and ask.

My feeble old brain saw "1863" and "paper cartridge" and missed the .45/70 part completely.
We see what we expect to see, I suppose. In 1863 the .45/70 wasn't even a gleam in the Springfield Armory's eye.
What fresh Hell is this?
