I hunted it second season about 3-4 years ago on the GMU 12-GMU 24 boundary. It was warm and really, really windy - 50-75 mph at night. We didn't see many elk but did see a fair amount of people. We never went back but would do so again - but plan to get off the road/trails a good distance.
Adversity doesn't build character, it reveals it.

Lots of elk in 1st season (bulls only), much harder to find in second and third when many have been pushed down onto private land, back into the wilderness or at least further from the roads.
Daughter #1 and I hunted 24 a bit 2nd Rifle this year (I was just guiding). On the way home we took the Buford-New Castle and talked to several hunters. We didn't see anything hanging in the camps and no one we talked to in 24 had seen anything.
If going for a bull I'd go 1st season, for cows I'd go 3rd.

No, I'm not a Ruger bigot - just an unabashed fan of their revolvers, M77's and #1's.
A good .30-06 is a 99% solution.

Not so much any more during the 3rd and 4th seasons. I've hunted these units since 1989 and there are fewer hunters just about every year. I wish we had more hunters to keep the elk moving.

There are lots of elk in that White River National Forest heard but there are also lots of people. You have to hike to get away from all the hunters.
