Is there a "standard" location for placing studs? Like how far from end of recoil pad or front of forearm or number of inches between?

Not really any standard, per se, for the front stud - because there are so many different shapes/sizes of fore-ends..

On the buttstock, the most common distance is about 4" from the tip of the recoil pad, but I've seen it as close as 2". Again, it depends on whether it's a wood stock, synthetic (factory synthetics are frequently closer) and whether it's a 'compact' style or not..

I have a Savage 99 stock that has the stud a little less than 2 inches from the butt. I've been expecting it to chip out at the toe. I would recommend no less than 3 inches but the 4 Redneck recommends would make me feel even better. If it looks odd go 3 1/2 inches. powdr
