1. Theater to fool us into thinking there is actually justice happening. Then if she looks like she can win, it'll get dumped faster than Christie after a Trump speech.
2. If it looks like she can't win the election it gives them the opportunity of forcing her out of the election and putting someone else in her place.
This is one big show right now to provide the DNC with contingencies as the election gets closer.

"A federal law enforcement official said that barring any unforeseen changes, the F.B.I. investigation could conclude by early May. Then the Justice Department will decide whether to file criminal charges and, if so, against whom."
These investigations move slowly. There will be plenty of "unforeseen changes" and even after many months of them she still won't be charged.
I predict it will sizzle for at least eight more months.

This has been the case since the beginning, which I have stated for the record on this forum more than once.
The powers that be in Dem circles have a love-hate relationship with the Clintons. They love the Clinton magic, which has so far won a bunch of elections. But they hatehatehate the Clintons their actual selves. Especially Hillary, who is beloved by almost no one outside of her inner circle, and perhaps not even there.
If Hillary's situation starts to deteriorate in any meaningful way, all the protections she currently enjoys will evaporate. They will, as the saying goes, cheerfully throw her under the bus. They'll swap her out for Joe Biden, or Elizabeth Warren, or whomever. Not happily, but they'll do it.
