I have used Eddie F ( http://www.fosnaughcustoms.com/) for half a dozen. He does great work. I went with Cerakote.. its worked for me.
The collection of taxes which are not absolutely required, which do not beyond reasonable doubt contribute to public welfare, is only a species of legalized larceny. Under this Republic the rewards of industry belong to those who earn them. Coolidge

I am thinking he is looking for a member that is doing it for less than "the" 'smiths.

Maybe give Nathan over at HuDisCo a call he was on here briefly little over a year ago. Did a great job on a really rough set of shotgun barrels for me for a nice price. Link to old thread... HuDisCo

If you have some flexibility in your color choices there is often a bit left over from a previous job which can save you $$. It takes takes a lot of time and money to do it right.
I would not buy something that runs on any kind of primer given the possibility of primer shortages and even regulations. In fact, why not buy a flintlock? Really. Rocks aren't going away anytime soon.

Cerakoat is really the current coating of choice these days - not saying others aren't suitable but this one seems to be a one level above the others. If using someone who is just getting into the business, the danger is he may be using your rifle as practice. You may save $50 off what established, professional refinishers charge but only you can decide if that amount is worth the risk of an improperly done job.
I have seen pro's listing a barreled action cerakoated for $135-$175 which is quite reasonable (some do charge much more). Also, don't send in small parts that really don't need to be coated. Cerakoating requires blasting with a media such as aluminum oxide that 'etches' surface of the metal so the coating will have more surface area for "grip". (glass beads only 'peen' or 'dimple' the surface). That being the case, aggressive blasting also translates into extra time, care, and SKILL to prepare for this type coating ESPECIALLY for small parts and the refinisher normally and understandably charges more for extraneous parts.
Just some thoughts for you to consider.

My rifle is too nice to take a chance on a klutz. I'm sending one to Eddie Fosnaugh tomorrow.
