Colonel Jeff wrote an interesting piece about dispelling mobs by using a silenced 22LR (I think he mentioned a 10/22) to carefully shoot the leaders through a lung apiece from concealment. Unobtrusive, surgical, mostly non-lethal (especially less than an hour from a reasonably modern hospital), but enough to persuade them that jumping around and hollering through a bullhorn wasn't the best use of their time.
Mostly I was horrified, but if the State is going to be shooting its subjects to protect its politicians anyway, I suppose maybe it's better to be shooting a few of them skillfully with an eye to survivability than masses of them incompetently with area weapons.
