Looking at building a 300 win mag. I was planing on using a bartlein 5r barrel. My question is should I use a .300 bore or a .299? The I was planning on using a 1-10 twist. Any advice would be helpful.

Generally, the 299 bore is associated with lighter projectiles like the 155.5 Berger. With a 10" twist, I would assume you are shooting heavier bullets? What are you trying to achieve?

Just use the .300 bore accuracy will likely be better than you can shoot if it is chambered by a competent smith!
