People seem to have forgotten the L.A. riots in '91.
There was more than the Nat. Guard taking action. Marines were called in and used on at least two different occasions, independently verified to me by a marine who was there and a retired SF friend who took part as an "observer". It wasn't the Marines. It was the 7th Infantry Division from Fort Ord.

The "Marines" are referred to as "The President's own"
The only branch of our military that he can directly sent into harms way.
All of the others require Congressional approval for deployment.
This maybe a little dated, as it was taught to me, back in 1980

Back in 1980 I was taught the same thing as Ravenr2 when I became a Marine. I was told Korea was also a police action. Obviously lots of military men from different branches died in both wars.

How so? The POTUS, unfortunately even this one, is the Commander in Chief of the military. All of it. However Congress funds the military. The President can declare war but it may not be funded by Congress... Like what happened a few years ago. I know congress funds everything. Does the POTUS fund the Marines? I don't think so. The war powers act allows the president to put troops in where ever he pleases for 90 days. And he doesn't have to tell congress they are there for 48 hours. A lot can happen in 90 days. Even 48 hours.
