Either one will work fine. The 154gr IL is a tough bullet. My son killed a cow last season with one shot from his 7-08 at about 200 yards with the 139 gr IL.

I dont think either would leave you wanting. Whichever your gun shoots best is the one I'd load.

That said, I've never used either of those two projectiles on elk.

my 7mm-08 prefers 150's. yours might not.

I've killed 2 bulls with the 7mm-08, both using 140 Partitions over 47.5 grains of Big Game sparked by a WLRM. MV 2870 fps.

The first was a 4x4 Roosevelt at 68 yards, one shot through the lungs, DRT.
The second was a spike at 346 yards, one shot through the lungs, DRT.

My dad shot a big 5x5 with the same load but with an Accubond instead of Partition. 225 yards, one shot through the lungs, 25 yards.

Either will serve you well, but my choice will always be a Partition or Accubond. I think that Shooters Pro Shop still has 140 Partitions at a great price.
