Can a Savage 340A 30-30 be drilled and tapped for a scope?

sure...just do a google search with this: "savage 340 scope mount" and click on the images option, and you'll see all sorts of options.
Not saying all you see will be correct, but there are side-mount options and some i've seen drille/tapped on top of the receiver.

Many were factory drilled for a side mount. Weaver made most of the mounts but Gun Parts Corp/Numerich Arms also sold a pressed steel mount for the 340.

The Savage 340 series has a split rear receiver bridge, so a 2-piece base isn't practical. Weaver makes a side-mount and B-Square makes a better one (IMO), plus there are also some options on e-Bay for around $40. Savage started to d&t the 340 series in either the late 1950's or early 1960's, so the hole spacing format is standardized.
I currently have a couple of 340s, a 223 and a 30-30, that I'm going to give to a friend in Vermont. Both of them have the Weaver side-mounts on them and I'm going to put a Weaver K3 on the 30-30 and a K6 on the 223 so that they'll be ready to go when Ben picks them up from Wiley's Store in Greensboro Bend. I was going to give him a couple of RARs, but he prefers wood to synthetic, so wood it is.
Back in the 1950's, Savage made a (sort of) deluxe grade 340, the 342-S with cut checkering and a factory installed receiver sight. They were made in 22 Hornet, 222, and 30-30.

I always thought the triple-2 would be interesting.

I had 340 in .222.. I was about 15 when I got it.. That little gun revolutionized varmint shooting for me and got me into handloading.. Wish I still had it..

When I first moved to Omaha, I made a fair amount of pocket $$ buying Savage 340s in 30-30 for under $100 and selling them to a pawn broker in WI who, in turn, sold them and pawned them over and over and over again.
