But, if those two are equal, you don't have actual scientific confirmation that the round held back is light, only the word of a third party. It would have to be weighed as well for proof.

Ratio measurement method leading to deduction....

So, where did the powder go that did NOT get into the light round. Is one case over loaded?

I know it's a test but this is not something a guy wants to mess up.

you have an old style wighting balance . the idea is to use the minumum number of moves to find the defective one. for example you can put one on each side and find the defective one ( 7 moves ). can you do it for less than 7 tries ?

No , i didn't but from experience i can tell interviewer wants to hear multiple answers , he wants you to give an answer and make a correction because thats how programming works.
my final answer was compare 3 and depending on outcome make the next move.
i have more of these because i use to be interviewer.

Screw it. No moves. You don't worry about it and shoot them. The weight difference is probably minimal and won't really affect hunting accuracy.
