How do you get the blade profile? Belt sander?

If you're just lookin' to do one at home with tools in the shop, I'd probably start with an angle grinder for the rough profile work if you have one, then switch to a course belt on your belt sander for the final profile. Eye protection and a pair of gloves might be handy. Bring a bucket of water and don't get it too hot.

I wouldn't worry about getting it hot until final finish. You need to heat treat it anyway. Anneal it first and grind until the edge is about as thick as a credit card ,then heat treat it and do your final finish.

I won't go into heat treating, there is plenty of online info.

I will say you will be way ahead to spend $5-10 on a piece of known 1080-1084 steel. Unless it is a really old file it might be some kind of alloy that won't work as a knife after you have spent 20-40 hours working on it. Even if it is a good 1095 file 1095 is harder to heat treat properly for a home job. 5160 from an old leaf or coil spring is an easier home steel but there again unless it's a 60's model you might run into alloy again.

Why use a file if you plan on heat treating it? That's like trying to get drunk drinking Coors light, it makes no sense.

A good file is very brittle as is. A good knife is not.
