Why are the factory base holes visible by the mounted base? New holes drilled?

Son of a FACK!!!! I never noticed that, I bought this gun used, at a good deal looking for a 35 whelen project. That might not work out in the end, so I was trying to move this one along fora. Winchester with a thicker barrel....

I just checked it, got the base off, the dripping/tapping job was pretty crude to say the least... I coulnd't get out the filler screws, inside of the heads is stripped. I'm gonna pull this one off the market, I'm embarrassed to have posted something do buggered up. Embarassed to have bought it too actually... but it's mine now...
