Did a search here and didn’t see anything other than there is a loss of value. But how much value all other things being equal? This is of course referring to a mount that requires drilling the receiver. Thank you for you time.

Varies by model and condition. Drilling and tapping a beat up, gray 99EG in 300 Savage might reduce the value by $50-$75. Doing a nice EG in 300 might reduce value by $150.
Drilling and tapping a 98% special order 1899H in 22HP with pistol grip might reduce the value by $1000. Doing a 99K in 300 Savage might reduce value by $1500.

and rather than drill and tap, there is now a solution called the lightfoot mount that uses the rear dovetail and the rear tang srcrews for the scope mount.

As Keith said, just don't drill it. Mike makes the mount, in a couple variations. He's making one now that will take modern scopes. He will probably contact you because of the title of your post. Or you can PM "lightfoot", Joe.

To me 1/2 the value of the gun is lost once the metal sees a drill bit.
A $1000 gun becomes a $500 gun once you drill holes in the receiver.

Some of us just don't want one at almost any price if it's been D&T'd. David

Loss can also be measured in terms of desirability. The more altered a 99 is the less desirable it becomes and the more difficult it becomes finding a buyer. Savage 99s have a relatively small but loyal following and today's gun buying trends seem to favor "black rifles." If resale is truly a concern (and I have to assume it is because you asked the question) then you might be best off selling the 99 right now and finding something that's already scope friendly.

Sure, That James Julia Monarch grade slipped from $60,000 to $40,000 just because it was D&T'd. Lightfoot mounts pay for themselves by preserving original condition.

Did you get that one Jeff? Just drop stacks of "C" notes, or put it on the card? I know that 3% CC fee is a bummer, Joe.

I just received one of Mike's mounts, the craftsmanship, design and finish are great. I think Mike's mount is the only option for a 99. I'm going to get it mounted on my 99 this weekend.
