Thanks for the suggestions I ran into the same issue. I looked closer and some items are marks as special pricing and promos do not apply. I tested just to see. I removed that item from my cart and it works. I also tested. If you put a normal item (that is not excluded) you can apply the code. Then you can add the excluded item. You'll still get free shipping and the discount on the normal item, but the 15% won't apply to the excluded item. That's a better way to get free shipping.

You'll still get free shipping and the discount on the normal item, but the 15% won't apply to the excluded item. That's a better way to get free shipping. That worked. I just added a different bullet and got the free shipping which is really all I was after. Thanks
