I've used small needle nose pliers (carefully) on scores of bulbs, back when an electrician.
On outdoor lights, an OLD electrician advised a coat of Vaseline on the bases. Worked pretty well when we had contracts to maintain area lighting in shopping centers and apartment complexes.

I have been putting silicone die electric compound (silicone grease) on the threads of the bulbs for many years now because of this problem.

Nothing on my fear of shocks. But have changed fluorescent ballasts hot after a couple of us trying to find the circuit breaker for half an hour. I think those few were on the backup generator and we never found the sub panel. Transfer to panel and then the conduit disappears into the ceiling and comes out only the Lord knew where. Embrace the tickle! If OSHA only knew, but stuff had to be fixed.
