I’d change the scopes to 6X MQ SWFA SS, and the rings to Burris signature XTR, but that’s about it. Where are those scope available for around $200 per unit?

Remington 700 ADL and a Ruger American shouldn’t be in the same sentence. Why? They are both bolt action centerfire rifles with matte CM metal and injection molded synthetic stocks that typically sell in the same $300 to $400 market niche. My most recent Remington 700s have "EL" (10/17) and "AM" (03/18) assembly codes and both seem fine. Not without faults, but they only cost $430 per unit and since I had intended to restock them and change them from ADL to BDL format when I bought them, those additional costs were factored into the decision process. Of the two, I think I would go with the 700 for your project because of the aftermarket tweaks available for them. As you know, the 700 is the small block Chevy of the rifle world and probably always will be. If the kid wants to go full blown looney in the future, he would already have two actions to play with. Another consideration might be one of the Howa rifle packages. They are extremely hard to beat for the price.

You’d have enough left for a decent scope for one new rifle. The kid can mow lawns and wash cars and help the neighbors with whatever they need to help subsidize the purchase of a second scope.
What could be a sadder way to end a life than to die having never hunted with great dogs, good friends and your family?
