I sent a stock down to the U.S I just declared it as a wood carving.

None in the USA.
I have no idea what Canadian laws say however. A wood carving is legally exactly what it is in the USA.

we have come to this awhile ago these stocks are synthetic, the issue with wood and calling them a carving would be if they are found in transit to be a rifle stock just trying to find out what US Customs does on a practical level

Yup, the US restricts the sending of stocks the other direction, from the US to Canada, under ITAR.
