Amount of bend in a case or loaded round. If you roll a loaded round on a piece of glass and can see the bullet tip moving up/down, it has obivious runout. Amount of crookedness of the case or loaded round. Can be caused by the rifle or loading procedures.Rick.

Runout is the amount of "cant" essentially, rather than being perfectly concentric, in an overall cartridge....from the base of the case to the tip of the bullet....not just the case/brass.

Seating dies/stems have been known to cause runout when all proper reloading procedures have been employed...uncommon, but not rare. That's why it is important to those who care about runout and such.... to own and use a concentricity gauge.

I've taken 2 seating dies of different brands and adjusted the dies, lockrings and seating stems as perfectly as possible while using as close to the same torque on the ram as possible and come out with pronounced concentricity differences...go figure. Even the slightest difference in any of the above set-up procedures can bear very different fruit. More a precision shooter issue than a hunters issue, but I can like the blend.
