I know very little about metallurgy. Could someone please clarify how torch heating the action would compromise the safety of this shotgun? Does the heat make it brittle, soft, or what? Would it not be difficult to heat that large a chunk of steel enough to render it unsafe? I figure the barrel and case head of the shotgun shell handles most, if not all of the pressure. I would think the worst possible outcome would be that the action and barrel would become loose with much use.

It looks to me like a careful torch case is safer than a full case hardening, just because there's less risk of warpage.
In this discussion, doppelflinten talks about professionals using a torch. It doesn't sound like they get the action hotter than several hundred degrees, certainly not over a thousand. FWIW, the described finish doesn't sound very durable. But that's another discussion. The action isn't "ruined". I'll admit the possibility is there that someone could go crazy with the heat.
