I'd pick up one of the CZ 550 Americans in a 6.5x55 Swede, or .270 if you want a more common caliber.
You should be able to pick one up for around $450 or so.
A Real Nice Rifle - I found a used one(nearly brand new)in .270 for my 14 year God son and he loves it. Some of these rifles can have very nicely grained stocks.

They are getting harder to find used, but in my opinion the model 70 classic in 300UltraMAg,300WBY or 300WIN would be an ideal all arounder. Way fast with 150's or 165's for deer and 'lopes still dang fast and powerful with 180's for Elk. The Vanguard in 300WBY would be a good and easy to find value choice.

Tikka T3 in 30-06, 7mm Rem Mag, 7mm08, 270win mag in that order.
Just the most consistent rifle out the box. It beats everything else.
Kimber Montana would be better if it was consistent but its not -even at twice the price of the T3.

Tikka SS/Syn 30-06 and then spend about $250 on a good scope like a Leupold. Use the factory rings. They are fine.
RAS +1 Might also suggest a 270, 270WSM or 7 Mag or even a 7-08.

Bob, since McMillan won't do an Edge fill in a Ruger stock I'd suggest the Bansner. They're good stocks and will carve some weight out.

I wouldn't recommend these rifles for an all around gun, well maybe the 300win mag, but why would you need, or want, an ultramag or a weatherby mag, expensive ammo and huge recoil. Now if you are gonna shoot elephants those guns are fine. Get a 270/308/30-06 and be happy. Ps I just bought a T3 stainless Tikka in 30-06. I thought about it quite a bit when I was buying my Tikka. If I was going to start from scratch and buy 2 guns, I would buy a 270 and a 300 winmag. But I have a bunch of guns already, and I wanted to get an all around deer/moose/bear gun, a real light one to carry, one that didn't kick too much, and one with readily available inexpensive ammo. The 30-06 fit the bill to a tee. I took a 300wthby mag hunting and after dropping $60ish bucks a box on ammo and managing to develop a flinch I decided to keep it simple and use a 30-06.

One rifle for all those species? Ruger Hawkeye - SS or walnut/blue - simplicity is an outstanding virtue. If elk was a consistent species, I'd lean to the 30-06 if not than the .270.
Put on a VXII 2-7 or 3-9 Duplex and that's it! Buy Partitions for elk and Accubonds or Ballistic Tips for all else.

For a good accurate non-expensive rifle I would go with a Remington M700 or Tikka.
For one caliber that can handle elk and also long range shooting for antelope, I would steer away from the most mediocre 30-06 and get something like a .270 Win, 7mm Rem mag, or .270 WSM.

The rifle would probably be a Weatherby Vanguard, chambered for .270 WSM. Rifle and good Leupold scope and mounts can be put together for well under $1000.
With 130 gr. bullets, it is plenty flat for long-range deer and antelope, and with 150-grainers, plenty good enough for elk.
Recoil is very manageable with this rifle and caliber- I know, I own one.
I'd rather be a free man in my grave, than living as a puppet or a slave....
