Were the transition Pre 64 70 in the 71XXX range drilled and tapped on the rear receiver bridge?

Transitional is just that Transitional. For the most part by that serial number yes, two holes on rear bridge on non-H&H length actions. H&H in that range and well after could be zero, one, or two holes on the rear bridge.
