I have used fingernail emery boards for some of that PG detail work and then finish off with fine paper. I generally go by, no humps,no dishes

I started with this: used a small 1/4 gouge and a rat tail file to perform the preliminary shaping. Then finished with a couple different cabinet scrapers, the rat tail file covered with progressively finer sand paper. Took a lot of patience and I went really slow.

Anything one can shape and glue a little sand paper to will work fine behind the grip. Ice cream sticks, small dowels, balloon sticks, etc. Many of the extremely fine and small files can get one close to the endpoint as well.
Did one do any cast off or toe manipulations.
