Here's one of the main reasons there is chaos at the border right now. It's called the Flores Settlement and it's a legal agreement the Clinton administration signed in 1997. This is why the Left keeps talking about "kids in cages." If the Trump folks could figure out how to get around this they could control the border much better. There are other reforms needed plus more wall, but it seems like there should be a way around this short of congressional action which the Democrats will resist anyway.
Then ICE could keep families of illegals together until their refugee claims are adjudicated instead of releasing them into the country.
