Is a BS concept. Them what launch the missile have latitude as to when and where. Another thought is that civilians in close proximity to targets may not be all that innocent. FTA.

I like it better than explosive war heads which kill the surrounding idiots. I look at it like cutting hands off thieves. When theses idiots tell their comrades what happened to the boss, it makes them think twice about doing stupid stuff.
I have had to put up with thieves. I used to want to catch them and then bury and shut up. Now I am for castrating theives and letting them go tell their friends what happens to thieves.

Ummm....if the secret missile doesn't explode, the there wouldn't just be a hole in the car, the frigging missile would still be there!!

Oh yes, they should be annointed in bacon grease to intice the dogs into cleaning up the mess.
